Howli Pfeiffer is a Director in RALLY’s San Francisco office where she specializes in strategic message planning, grassroots organizing, political communications, creative storytelling, and media events. At RALLY, Howli oversees strategy for XQ Institute, an organization dedicated to rethinking school in America in order to create new learning opportunities for young people and open up the possibilities of the wider world.
Howli moved to San Francisco from Washington, DC where she served as the Director of Message Planning for President Obama. In her time with the White House, she helped craft the President’s public message and bridged the gap between strategy and execution. Throughout her time on the Obama campaign and in the White House, Howli used her creative vision to communicate the President’s message to the American people and worked across the Administration to move teams in the same direction to achieve the President’s agenda. She made sure that all of the moving pieces of President Obama’s communications strategy stayed on track and spearheaded multi-layered logistical operations to gain press coverage and public support. She planned the President’s media events, live press statements, network interviews and domestic travel.
In her previous role as Special Assistant to White House Press Secretary Jay Carney, Howli helped manage the West Wing press office and prepare the Press Secretary for his daily briefing. She assisted in planning press strategy for international trips, traveled with the White House Press Corps, and coordinated feature articles and photo shoots for the President. As Director of Correspondence for First Lady Michelle Obama, Howli was responsible for managing the First Lady’s communication with the hundreds of Americans who wrote to her each week.
Prior to her time in the Obama Administration, Howli worked as a public relations account manager in New York City where she drove the execution of plans and campaigns to generate publicity, expert quotes, trend stories, and company announcements. She also managed media requests, developed compelling story angles and pitches, and identified media trends, news cycles, and spin opportunities.
Howli graduated from Chico State with a degree in political science and journalism. When she is not at RALLY, she enjoys searching for the best burrito in San Francisco and spending time with her Bay Area-based friends and family now that she is back on the West coast.
